Any new or existing foreign aid will not be committed to funding until further notice. Guidelines for the aid will be reviewed thoroughly within 85 days. Former Director of the Office of Weapons Trade Controls Policy at the US State Department's Directorate of Defense Trade Controls, Josh Paul, who resigned in October 2023, highlighted the potential impact of this decision on US-funded foreign aid programs. He stated, "For example, imagine suddenly being told to 'stop work' on humanitarian mine clearance programs worldwide. This is quite a significant issue." Dave Harden, former mission director for the Middle East at the US Agency for International Development (USAID), emphasized the importance of this move, stating that during the examination process, US-funded humanitarian aid and development programs could be immediately suspended.
