American Marc Fogel was previously allowed to leave Russia. The 63-year-old man had been serving a fourteen-year prison sentence for drug smuggling after being found with a small quantity of medical marijuana at an airport in Moscow. US President Donald Trump welcomed him at the White House on Tuesday.
