The rationale behind the law points out the possibility that after an organization is included in the list of terrorist organizations over time, there may arise a situation where they cease actions that incite, legitimize, or support terrorism, and therefore, the ban on their activities may be suspended. Such a provision is deemed necessary due to the absence of such regulations in existing laws.
There are speculations that the law prepared for removing the Taliban from the terror list in Russia could potentially allow for the removal of groups like Heyet Tahrir al-Sham (HTS) in Syria in the future.
The legislation had been approved in the Russian Parliament some time ago.

Russian Foreign Minister Sergey Lavrov had emphasized that the Taliban is the "real power" in Afghanistan. Russian President Vladimir Putin had also highlighted the need to base actions on facts regarding the Taliban, stating that there is a necessity to improve relations with the Taliban, who control Afghanistan.
