Wilson was paying for his neighbors' electricity, and vice versa. Presumably, this arrangement resulted in a relatively favorable bill for the neighbors.

Wilson has been living in the apartment since 2006, and the situation has remained unchanged since then. The utility company acknowledges the error and is refunding him $600 for the past three years. As for what should happen with the potentially overpaid amount from the other 15 years, that remains unclear as the energy company continues to investigate.
