The main sticking point revolves around the number of hostages to be released in the initial phase of the agreement. Israel is aiming for 24 to 30 releases, including younger men whom Hamas considers to be soldiers. In response, Hamas has approved a list of 34 hostages put forth by Israel for a potential exchange with Palestinian prisoners.
Israel's priority is to secure the release of as many hostages as possible in the first phase, fearing that further releases may be uncertain.
